End users can change the volume on the fly that the phone uses when it is ringing as outlined here.
A PBX admin can also set the default ring volume as shown below.
A PBX admin can also overide the ringer volume from what the user has set within the following modules in FreePBX.
Ring Groups, Queues, Inbound Routes and Extensions
Changing Default Ring Volume
From within the Clearly Devices module on your PBX navigate to the template you want to change the default ring volume on
Click on the Phone Settings tab from within the template.
Scroll down to the Ringtone Volume option and pick from the drop down of Volume 0 through 14 and this will override what the user has saved on the phone.
Changing Ring Tones from within FreePBX
Ring Groups
Navigate to your Ring Group; Applications --> Ring Groups --> Select Edit for the Ring Group you want to edit.
Set the "Ringer Volume Override" to the level you want.
Queues
Navigate to your Queue; Applications --> Queues --> Select Edit for the Queue you want to edit.
Set the "Ringer Volume Override" to the level you want.
Inbound Routes
Navigate to your Inbound Route; Connectivity --> Inbound Routes --> Select Edit for the Inbound Route you want to edit.
Set the "Ringer Volume Override" to the level you want.
Follow Me
Navigate to your Follow Me settings; Applications --> Follow Me --> Select Edit for the Follow Me you want to edit.
Set the "Ringer Volume Override" to the level you want.
